京津冀低碳能源轉(zhuǎn)型與空氣質(zhì)量改善項(xiàng)目環(huán)境和社會(huì)影響有關(guān)評(píng)價(jià)報(bào)告的公示

為了改善京津冀空氣質(zhì)量，促進(jìn)地區(qū)低碳能源轉(zhuǎn)型，北京市燃?xì)饧瘓F(tuán)有限責(zé)任公司建設(shè)京津冀低碳能源轉(zhuǎn)型與空氣質(zhì)量改善項(xiàng)目（北京燃?xì)馓旖蚰细跮NG應(yīng)急儲(chǔ)備項(xiàng)目接收站和碼頭工程），該項(xiàng)目建設(shè)資金計(jì)劃使用亞洲基礎(chǔ)設(shè)施投資銀行貸款。同期建設(shè)的外輸管線為關(guān)聯(lián)設(shè)施，建設(shè)資金計(jì)劃從國(guó)內(nèi)自籌。

北京市燃?xì)饧瘓F(tuán)有限責(zé)任公司委托天科院環(huán)境科技發(fā)展（天津）有限公司、山西省社會(huì)科學(xué)院針對(duì)京津冀低碳能源轉(zhuǎn)型與空氣質(zhì)量改善項(xiàng)目編制完成《京津冀低碳能源轉(zhuǎn)型與空氣質(zhì)量改善項(xiàng)目環(huán)境和社會(huì)影響評(píng)價(jià)與環(huán)境和社會(huì)管理計(jì)劃報(bào)告》、《京津冀低碳能源轉(zhuǎn)型與空氣質(zhì)量改善項(xiàng)目關(guān)聯(lián)設(shè)施外輸管線部分環(huán)境影響評(píng)價(jià)和環(huán)境管理計(jì)劃報(bào)告》、《京津冀低碳能源轉(zhuǎn)型與空氣質(zhì)量改善項(xiàng)目—關(guān)聯(lián)設(shè)施外輸管線部分移民安置計(jì)劃》，現(xiàn)將報(bào)告全文進(jìn)行公示，相關(guān)公眾如有意見(jiàn)可聯(lián)系項(xiàng)目建設(shè)單位。

本次公示的范圍是:1）建設(shè)項(xiàng)目附近可能受到影響的人群；2）在項(xiàng)目上工作的員工或工人；3）以及對(duì)項(xiàng)目感興趣的個(gè)人或團(tuán)體。

Beijing-Tianjin-Hebei Low Carbon Energy Transition and Air Quality Improvement Project

Environmental and Social Impact Assessment Report

In order to improve the Beijing-Tianjin-Hebei air quality and promote the regional low-carbon energy transition, Beijing Gas Group Co., Ltd. is implementing the Beijing-Tianjin-Hebei low-carbon energy transition and air quality improvement project (Beijing Gas Tianjin Nangang LNG Emergency Reserve Project Receiving Station and Wharf Project) , The project construction will be financed by Asian Infrastructure Investment Bank. The export pipelines is the project’s associated facility, the pipeline project will use domestic fund.

Beijing Gas Group Co., Ltd. entrusted the National Academy of Sciences Environmental Technology Development (Tianjin) Co., Ltd. and Shanxi Academy of Social Sciences to complete the Project Environmental and Social Impact Assessment and Environmental and Social Management Plan Report, Environmental Assessment and Environmental Management Plan Report for Gas Transmission pipeline - Associated Facility of the Project, Resettlement Action Plan & Social Assessment for Gas Transmission pipeline - Associated Facility of the Project , the full text of the report is herein disclosed for public opinion and comments.

The scope of this publicity is: 1) people who may be affected near the construction project; 2) employees or workers working on the project; and 3), other individuals or groups interested in the project.
